Per the Times April 11 article regarding suspected illegal grading of the Pittsburg hills, how do you stop Albert D. Seeno (and companies) from ignoring the rules and destroying the environment in his developments? What would be a fitting fine?
Forget his "cost of doing business" affordable fines. Let's teach him to give back and preserve rather than destroy. He should be required to donate precious land to Save Mount Diablo or East Bay Regional Parks, or a substantially increased fine should be used to purchase prime open space/recreation property to be donated to these organizations.
He should be forced to make restitution for his environmental offenses. He needs to be stopped.
